I want to understand if there is a retry mechanism in place for missed triggers after a period of downtime.

  There is no retry mechanism for failed actions or triggers caused by bad requests or 3rd Party API failures. However, during scheduled maintenance or journey execution downtime, events are accepted, queued, and saved. Once the downtime is over, events in the queue are processed, ensuring no events are missed.
